Governor of Guam Signs Recreational Marijuana Bill Governor Lou Leon Guerrero of the U.S. territory Guam signed the Cannabis Industry Act officially legalizing recreational marijuana use for its residents. The bill allows those 21 and older to possess an ounce or less. Adults are also allowed to grow up to six plants for personal use. Unfortunately, people are not allowed to legally sell or buy marijuana until the board starts accepting dispensary applications and until they create rules and regulations. Here are a few rules and regulations they plan on implementing: This move is aimed to take control and regulate marijuana according to Gov. Lou Leon Guerrero. "Keeping it illegal in my mind rejects the motion that it exists and that the underground market will continue to prey on us. We have to be ahead of this and we have to control it," she said. She made the decision after listening to both sides and talking to parents, religious leaders, law enforcement agents, the youth, nurses, doctors, and lawyers.
